I wouldn't have thought that playing in puddles would make the kids any cleaner - in fact, I'd say quite the opposite. Also, when it rains, we often see kids still 'playing in the dirt'. By that time I expect that it is more like 'playing in the mud'. At least (dry) dirt should be fairly easy for their mothers to brush off them.
