The only way to get a Tilia is by mutating a Baccatus (and hoping that the mutation gives you what you want, since the mutation liquid will mutate either the flower or foliage in one of two possible directions) or by purchasing Extinct Seeds from the supply shop and hoping to get a Tilia flower.
